Unanimous bipartisan S. Rept. 108-301: most key judgments in the Oct 2002 NIE on Iraq were overstated or unsupported; 'group think' presumed active WMD programs; no CIA sources inside Iraq on WMD after 1998. Did NOT find analysts changed judgments from political pressure. Phase II (2008): administration public statements (Iraq–al-Qaeda partnership, WMD claims) were NOT substantiated by available intelligence.
